Phil R. Stiver, 90, passed away February 10, 2020 at his home in Riverview, FL. He was born December 14, 1929 in Goshen, IN to Paul & Mabel (Kalb) Stiver. On August 18, 1950 in Elkhart he married Fern "Jackie" Abbott; she survives along with 2 children, Phillip (Janice) Stiver, Deborah Moriarity, 5 grandchildren and 6 great-grandchildren and 1 sister, Marilyn Harding. He was preceded in death by his parents and his sister, Betty Stiver. Phil graduated from Elkhart High School in 1947 and then toured for 2 years with a brass quartet playing trombone. Phil then went on to receive his Associates, Bachelors and Master's Degree I.U.S.B. University. He was a member of Faith United Methodist Church in Goshen, member of South Shore United Methodist Church in Riverview, FL, former member of the Elkhart Exchange Club, Pies, IN Polygraph Association and Past President of the Mental Health Association. Phil was on the Elkhart City Council for 8 years, was elected County Council Commissioner 5 times serving for 10 years, and private pilot for 24 years. He was a polygraph examiner for 40 years having performed 1000 interrogations, retired from the Elkhart Police Department in 1976 after 20.5 years of service, including being the Assistant Chief. From 1978-1983 he worked corporate security at Miles Lab and founded various security companies in Indiana and Florida. Visitation will be from 9-11 a.m. with the celebration of life service beginning at 11 a.m. Saturday, March 7, 2020 at WalleyMills-Zimmerman Funeral Home. Presiding will be Pastor John Hogsett from Faith United Methodist Church. Burial will be immediately following at Brown Cemetery in Millersburg, IN.
